A guy named Herman is giving haircuts in Central Park. You can find him near the lake, through the 72nd Street entrance. The photos below were sent to us by @kathleen.connors.nyc, who tells us Herman is there every day – and that he’s not charging a specific amount … just accepting whatever donations people are comfortable with!
So for anyone whose hair length has gotten out of control – head to the park!

WHY isn’t the customer wearing a mask???! Unbelievably ignorant and entitled.
Every hair stylists in NYC would be doing this right now if it was legal. I understand why this person wanted to do this. Hair stylists are suffering financially, because they have stopped offering services in order to help our community. However, I think it is wrong for this person to go against the mandates while his colleagues are trying to do the right thing at great personal cost.
How much is that?
What’s the point of social distancing if people don’t abide by it. They should just open up the city since people don’t care anymore then everyone can work
I just saw Herman get warned by park rangers. They cited RCNY Title 56 Section 1-03(b)(6), saying that according to those rules Herman needed a permit, and threatening a citation.
Here is the relevant text from that section (you can find it here: https://codelibrary.amlegal.com/codes/newyorkcity/latest/NYCrules/0-0-0-87731):
(b) Permits.
(6) No person shall conduct any activity for which a permit is required unless (a) such permit has been issued; (b) all terms and conditions of such permit have been or are being complied with; and (c) the permit is kept on hand at the event, so as to be available for inspection by Police or Department employees.
Section 2 (here: https://codelibrary.amlegal.com/codes/newyorkcity/latest/NYCrules/0-0-0-87912) lists all the activities requiring permits, and nothing anywhere near what Herman is doing is listed. I’m not a lawyer, this is not legal advice, it seems to me like their threat was complete bullshit. Not sure if anyone has Herman’s contact info to pass this along to him…
Ah, leave him alone, he is doing something productive and something that New Yorkers need badly right now. As long as his tools are clean and he can cut hair well, who cares. Are you one of those fools, that thinks covid is real?
