Manhattan D.A. Bragg has announced the indictment of 38-year-old Oscar Delgado, the security guard who was arrested last month for sexually abusing two children living at the Upper West Side migrant shelter where he worked. According to a press release from the D.A.’s office, Delgado worked as a security guard at Riverside Terrace (350 West 88th Street) for about two months.

On November 25, when an 8-year-old girl was in the building stairwell with her 4-year-old brother, “Delgado entered the stairwell, approached the 8-year-old, and sexually abused her over her clothing,” the press release states.
The release continues to state that Delgado targeted the girl’s older sister that same night.
“Later that evening, her 10-year-old sister was in the same stairwell playing on her phone. Delgado entered the stairwell and spoke to her. He continued to approach the child, placing his hand under her clothes, and forcibly touched and squeezed her buttocks.”
The sisters told each other what happened and alerted their mother, who told the shelter’s head of security, who then called 911. Delgado was arrested at the building.

Delgado is being charged with two counts of Sexual Abuse in the First Degree, two counts of Endangering the Welfare of a Child, and one count of Forcible Touching.

“Oscar Delgado allegedly sexually assaulted two sisters, abusing his power as a security guard whose duty was to protect the very children we allege he abused,” said District Attorney Bragg. “This charged conduct is deeply disturbing, and I hope the survivors continue to heal from these assaults. The shelter at Riverside Terrace opened last year to house “both migrant families and local NYC families,” according to an email from the West Side Community Organization at the time. (The Department of Social Services never confirmed the specific residents living at Riverside Terrace, i.e., whether they were all asylum seekers, families, etc.)
