An Upper West Side apartment building has been added to New York City’s list of its 250 most distressed residential properties.

The 30-unit building at 202 West 82nd Street, located between Amsterdam Avenue and Broadway and managed by A.J. Clarke Real Estate Co., now has 133 open violations on file with the Department of Housing Preservation and Development — 21 of which are classified as “class C,” meaning they are considered immediately hazardous, as first reported by Patch. The building’s most common 311 complaints over the past three years have involved heat and hot water, pests, and plumbing issues.City officials announced Sunday that the property was placed in the Alternative Enforcement Program (AEP), a 19-year-old initiative that targets landlords with persistent and severe housing code violations affecting tenant safety and living conditions. Under the program, HPD increases inspections, issues Orders to Correct, and — if necessary — performs repairs directly when owners fail to act, billing landlords for the work afterward. The city can also pursue legal action in Housing Court if violations remain unresolved.

The updated AEP list spans all five boroughs and includes 7,038 apartments with a combined 54,909 open housing code violations. Property owners on the list collectively owe the city nearly $4.5 million for emergency repairs that were completed after landlords failed to address hazardous conditions on their own.
Mayor Zohran Mamdani and HPD Commissioner Dina Levy said the updated list reflects repeat patterns of disrepair and long-standing violations.

Building owners can exit the program within months by resolving violations and paying outstanding emergency repair charges — or by entering into a payment agreement with the city. HPD continues to monitor discharged buildings for at least one year, with repeat violations triggering renewed enforcement.Despite the building’s lengthy violation history, a one-bedroom apartment at 202 West 82nd Street is currently listed on StreetEasy for $3,500 per month.
