Several readers recently brought something very troubling to our attention: 14 current residents of the Belleclaire Hotel, located at 2175 Broadway (at 77th Street), listed as registered sex offenders.
For those who haven’t read the specific conviction records, we have. The youngest victims range from 4 to 12 years old.

We don’t know when exactly they were moved in, but we’ve sent emails to a number of elected officials for more information. Emails have been sent to Helen Rosenthal, the Department of Homeless Services, CB7 Chair Mark Diller, The Belleclaire Hotel (owned by Triumph Hotels), Gale Brewer, Linda Rosenthal, and Help USA (the organization managing the site).
We are hoping to find out why this hotel – located a short distance from a public school – was chosen in the first place, and what the terms of their stay were. Homeless residents began to arrive at the Belleclaire in early May, when it became a temporary shelter. We’re not sure, though, if the individuals on the sex offender registry arrived then or at a later point in time.
The list of names and offenses can be found here. By clicking on each name, you’ll be taken to a page which includes each individual’s current address, offense details and more (not all of these individuals have the Belleclaire Hotel listed as their primary address).

Linda Rosenthal got back to us shortly after we reached out to her. She told us that she contacted the Department of Homeless Services and was told that these offenders would all be gone by the evening of July 27.
UPDATE (JULY 28, 4:11PM) :Checking the registry site on Tuesday, nothing appears to have changed, though it isn’t impossible that digital updates may require more time.
In the early afternoon of July 28, we received a response from a spokesperson for Manhattan Borough President Gale Brewer, who received very different information from DHS:

If an offender is released on parole, their Parole Officer has to approve any location that DHS assigns to them. DHS is not allowed to deny housing to a sex offender unless they have living restrictions.
DHS was not able to officially confirm with Gale Brewer’s office whether or not sex offenders without living restrictions are currently living at The Belleclaire. But again, the registry lists the Belleclaire Hotel, at 2175 Broadway or 250 West 77th Street, as the current address for 14 individuals – and many of the “photo dates” are in 2020. A number of these records were last updated on July 15. The most recently updated record lists a photo date of July 23.
UPDATE (JULY 29, 2:45PM) :We are still waiting for the DHS to reply to us directly.
We’ve noticed that two new offenders seem to have been added to the group residing at The Belleclaire: the original count was 14 and now it is 16. According to the registry, half of these offenders committed their crimes against children who were 12 or younger.

Soon after the Belleclaire Hotel transitioned into a temporary shelter to house homeless people, with the goal of reducing the spread of COVID-19, several permanent senior residents in the building began voicing concerns. The primary concern was that mixing two already vulnerable populations is unsafe, and the seniors who spoke up witnessed some of the homeless residents walking around without masks.
On Monday, July 27, The Lucerne also became a temporary shelter, taking in 283 new residents. CBS News published the following video, which includes interviews with several concerned neighbors as well as Helen Rosenthal, who states “the most important thing is that people have access to the treatment that they need. These are people with mental health issues, with addiction issues.”

This is a DHS issue. Sam Domb leased the hotel. He doesn’t know who DHS is housing. DHS employees dont look at the neighborhoods or the impact on the neighborhood. They are just trying to house these individuals. That’s why complaints do work. If it becomes a nuisance they move them.

There are 7 registered sex offenders registered at the Belleclaire Hotel address. There’s probably a way to find out how long they’ve been registered at that address by contacting the DCJS.
There are actually 14 registered sex offenders when you click the link. They use different addresses whether Broadway, W. 77th or no street but the map shows it’s the Belleclaire. Quite upsetting and completely underhanded how this was done without notice and care for the community and neighbors.
There are multiple entries for the same person wheee the names vary slightly. If you click through each name you’ll see.
This is correct – there are 37 names listed in the database as level 2 and 3 registered offenders who list 10024 as their zip code of residence. The 37 names represent 19 individuals, because as you point out, some have aliases. Of these 19 individuals, 14 are registered as living at the Belleclaire. Note that the “Belleclaire” is not always named – also look for 2175 Broadway and/or 250 West 77th Street.
You are right! Unbelievable. According to Google Maps, the distance from Belleclaire Hotel to PS87 is 0.2 miles (1,056 feet) — however, the distance is actually less than 1,000 feet because Google paces the PS87 location pin half way between Amsterdam Ave & Columbus Ave. Aren’t there laws that prohibit sex offenders from being placed within 1,000 feet of a school?

I loved the upper west side along with its friendly people and businesses. I moved out to Nassau County at the end of 2015 with my family when I retired. I am glad I did and you are welcome to join me. We have control over our schools and respect of our law enforcement. Local officials very open and responsible to the community. It’s not as vibrant as was UWS, but very much less stressful

Is there a way to find out if the persons brought into the Lucerne are registered offenders as well? Clearly this matter wasn’t vetted at the Belleclaire so I don’t think it can be assumed it was vetted at the Lucerne.

We moved to the UWS from the suburbs, where we used to get notification for every registered offender in our town or surrounding towns as soon as one moved in, or as soon as a present resident was added to the registry. This problem extends down to Hells Kitchen where the Watson hotel on 57 th St and the Skyline Hotel on 10 th Ave in the 50s houses homeless men. These people congregate in gangs, intimidate local residents, shout sexually abusive slurs, are intoxicated regularly and generally a health and sanitary nuisance.
Why is my tax money being used to house homeless men when I can barely pay my rent? More importantly, why does it seem that all these shelters are housing MEN and none dedicated to women and children? Where are the homeless women and children being placed? I would happily swap the current non-law abiding sex offending drug addled homeless men for women and their kids —residents that the neighborhood could embrace — not displace.

Our politicians should not be allowed to get away with this , not today and not on election day. We had homeless all over the streets on the UWS prior to COVID , now they are on the streets AND hotels. Its not safe to walk the streets, business will close and leave, which will keep good working people away. Ive read here in the past how much effort our local councilwomen and Borough president were busy fighting buildings that would apparently cast shadows on the UWS, these policies or lack of interest on their behalf will plunge it into darkness- unless we fight back.

As a small business owner I am constantly calling the police to help me when an unruly mentally ill person is causing my store problems – calling out to people, asking for money, yelling and spitting in front of my store. This is why there are vacancies, not because of landlords, not anymore. Way before Covid I have gone through this because we are over-saturated with shelters. Only the police have helped me. Our councilwomen have done nothing to help and only have made it worse, as you all can see here. They don’t care about keeping balance for their constituents. They do not care about the stores having so much trouble and with store vacancies, the neighborhood further deteriorates. Hope we all can make a difference when we vote this November.
I also spoke with an officer about this. In addition to calling them, he urged me to report incidents to 311. While I can’t say that I have seen good response from 311, this becomes public record.

All I know is prior to 2015 the streets were safer, and there was no one sleeping on the streets. Someone had it right back then and clearly now there is no one minding the shop. Everyone deserves a home and a chance, but you dont just ship over 300 people with substance abuse and or history of sex offenses to a family neighborhood. New York State has so much empty land, why not build temporary shelters there. Fight back means clean up the neighborhood and that starts with a change in management. But waiting for election day will be too late. Every week more good people are leaving and it will be harder to rebuild.

The government builds cheap apartment complexes in the middle of the forest in the middle of nowhere in the state and put them there with daily delivery of food. Don’t ask others to shoulder the burden of the charity you lazily wish for.
I am not interested in blaming either political party. I think that our leadership is rife with incompetents — who are also people who, without a political job, have no way to support themselves. I think one remedy for this problem which cascades down on all of us to cause many other problems, is that we vote along party lines rather than choosing people who, regardless of party affiliation, are hardworking, intelligent, honest and have the ability to exercise good judgment. Of course, it is hard to identify those persons but when we do not make that effort but instead simply vote according to party lines, we end up with what we have. We may not like what the elected officials do or fail to do even if they meet these criteria or if we think they do when we vote them in, but at least it is an effort in the direction of diminishing the likelihood that we are saddled with stupidity, cupidity, sloth and inattention. In the situation we now face, it is apparent to me that our leaders have not been doing their jobs since they and their staffs should have been functioning on this without prodding from the press or their constituents. Of course, how many of us will remember this on election day — and they are counting on the fact we will not.

I’ve tried and project renewal won’t call me back. Helen rosenthal “swore” there weren’t just like she “swore” for the belleclaire. city ordinance 500 feet is the rule – no drugs, alcohol or sex offenders near a school. If they can prove any of this going on near RSS or PS87 though will they even do anything?!
Same thing for me — called the “24/7” number Rosenthal put on her website, for PR. Left two brief, very polite messages asking for a call back. Nothing.

Does anyone know what’s going on with the Park West Hotel on Central Park West between 106 and 107? It was closed for a long time, then there was some activity, and now there are *enormous* piles of trash outside and a few people coming in and out. I wonder if it’s another shelter situation? The trash is not from remodeling.
I believe Level 2/3 offenders have 10 days to report a change of address. Failing to do so is a felony offense, I believe… but I’m not sure anyone can monitor this…

I’m very upset that an emergency community meeting hasn’t been set up yet – whether virtual or outside. I can see this slowly being ignored once the dust has settled and then they get away without facing the music. They need to hear our voices first-hand and in a group for some action to take place. The “24/7” communications helpline that Helen “pass the buck” Rosenthal posted on her website for Project Renewal does not answer or return calls. I’ve left very polite, brief messages on their voicemail.
I think it’s important for people to leave (respectful, short) messages, with questions they may have pertaining to shelter operations. Even if they don’t call back, PR should see that residents can, and will, hold them to their promise that they are available.

The update regarding no Sex offenders at the BelleClaire is not true. I just received an update from service that tracks my Identity Theft and also neighborhood watch. There at at least 10-14 names of sex offenders living at the BelleClaire.
i think the UWS needs to organize an effort which means we need to have go to people who organize a meeting or rally. I think a zoom meeting would be more productive because then UWSiders, no matter where they are, could participate.
Perhaps we should consult with other neighborhoods who have had to deal with similar situations.
Fighting among ourselves accomplishes zero. A united front is always better. Politicians only understand 2 things money and votes. The more votes we control, the more power we have. We need someone who has successfully done this before.
Would it be helpful in any way to leave reviews for these hotels that are agreeing to this to warn future customers, maybe that would deter hotels from doing this? I personally wouldn’t want to do business with any of these spots in the future.

As a small business owner who has invested money into the community, we just had a wandering “homeless/shelter” (someone we have seen before) come in without a mask and start touching things. We let her know she needed to have a mask to come in and she said she didn’t have one and she started arguing loudly when we said she can’t come in without a mask (we have a sign on the door stating this).
She then kept yelling and SPIT on our floor in the store.
If we do not change things to make sure we do not have any more shelters go in, there will be NO businesses wanting to be here. So anyone concerned with all the vacant storefronts, please keep this in mind when you vote in November. We need elected officials who will take care of their neighborhood and not saturate it with shelters until it is unbearable, which it has now become. Thank you for reading.

I actually texted my neighborhood coordination officer so he will document it. The 24th precinct has been very good to us and comes around to check on us. They let me know to tell them when anything happens so it’s documented. I firmly believe in reporting incidents to so they get the data. Now we just need elected officials to look at the data and care about fixing it, not ignore it. Thank you.
