The Upper West Side’s long-anticipated supertall is no longer a massing diagram or a negotiating posture. It’s an official DOB filing.

Extell Development filed plans with the Department of Buildings on April 22 for an 86-story, 1,198-foot residential tower at 80 West 67th Street at the corner of Columbus Avenue (alternate address is 77 West 66th Street). The filing calls for 430 apartments, roughly 25,000 square feet of retail, and 187 enclosed parking spaces. David Rothstein, an executive vice president at Extell, filed the plans on behalf of the firm. Jennifer Cheuk of Stephen B. Jacobs Group is listed as the registered architect.If built to filed specifications, the tower would stand more than 400 feet taller than Extell’s 50 West 66th Street, which currently holds the title of the tallest building on the Upper West Side at 775 feet.
The filed plans are slightly shorter than the 90-story, 1,200-foot massing diagrams that surfaced last spring, when Landmark West and Community Board 7 were pushing the Department of City Planning to amend the site’s zoning and require affordable housing on the parcel. That application, submitted in late 2023, has not entered formal public review.
What’s less clear from the new filing is where affordable housing negotiations currently stand. In May 2025, Extell chairman Gary Barnett appeared before CB7’s Land Use Committee and said he was open to including roughly 100 affordable units across two smaller buildings on the site. Council Member Gale Brewer and CB7 pushed for more, with Brewer insisting any affordable component be permanent and on-site. The new filing describes 430 residential units and amenity spaces without specifying any income-restricted component.

Extell paid roughly $930 million in 2022 to acquire the campus from Silverstein Properties and Seven Valleys.The supertall is part of a larger redevelopment of the block. In November 2025, Extell filed plans for a separate 25-story, 355-foot building at 37 West 66th Street with 58 residential units and ground-floor retail. City records suggest the overall lot is being planned for at least 158 residences, meaning additional filings on the parcel are likely.
